Jim has over 27 years experience practicing in the areas of municipal, commercial, corporate, and educational law, with a focus on public finance, purchasing, construction and contracting issues. He also has experience negotiating and structuring commercial and corporate transactions.

Jim earned his Bachelor of Arts, magna cum laude, from Mississippi State University, and his Juris Doctorate from Georgetown University Law Center, where he served as associate editor of the Tax Lawyer.

Jim is a member of the American and Mississippi State Bar Associations, the Mississippi Council of School Board Attorneys, the National Association of Bond Lawyers, and the Mississippi Economic Development Council. He also serves on the Board of Directors of the Boys and Girls Clubs of Metropolitan Jackson.

Jim and his wife Jackie live in Madison, Mississippi, and have four children.
